Rather than running games itself, the administration awards concessions to private companies, which supply the investment and the commercial capability and operate the games under rules whose observance is continuously verified to protect the public. For gaming at a distance, Italian legislation is presented as deliberately shaping the activity as entertainment, sociability and enjoyable use of free time, setting it apart from games built on individual behaviour and on the gap, physical and temporal, between the moment of play and the moment of the win.
