with narrow exceptions for the Lotteries Commission, the Racing Board and sales promotion schemes taking the form of a lottery. The Act bites where any element of the gambling is organised or conducted in or from New Zealand, and it separately bans advertising overseas gambling. Online competitions carry the same test: if they involve gambling and any consideration beyond the true cost of communication, they fall under the prohibition.
